Best way to make a picture on a large file smaller with photoshop?

I鈥檓 trying to use part of a file that was originally sized for a 24x36 inch poster and cutting a section out to fit on a 3x2inch card. When I resize the image it looks really pixilated although I鈥檓 not stretching it, just making it smaller. Is there a better way to do this for the picture to maintain a good resolution on either Adobe Photoshop or Microsoft Digital Image Pro?Best way to make a picture on a large file smaller with photoshop?
Its very annoying, cos i never get prb with making smaller size from bigger one, I m not sure it will work but give a try go for less resolution n then to small size.. hope it helps you.
