Photoshop....?

so I have some pictures and I want to edit them and make them look really trippy. something with a lot of color. I can do almost anything with them. anyone have any ideas? I have photoshop 4.0 so if anyone has any ideas;; something creative... do tell.

with photoshop, there are several filters you can apply, borders, vignettes, with layers you could design set of changes for gif, then combine in gif editors,
