Is this and upgrade only like an expansion pack, and does it need another photoshop program to run with?

No it is not necessary to have previous versions. There is no such thing as an upgrade that requires earlier versions. PS Elements 7 is the latest issue of Elements which is a consumer use photo editing program. It has all the feature that you will need for photo editing. It also does text and other graphics. It does not do everything that the professional level PS does nor does it have the $600 price. It does have Organizer which will help organize your photos, tag and place into catalogs. It will also create web galleries, slideshows, collages and album books. These are features that the professional version of PS does not have. Have been using Elements since version 2 and find that it is really all needed for photograph editing.
