Well it depends on how big the picture is. One trick i have found that works really wells is to zoom out on the picture in photoshop or another photo program... (on my mac you hold the apple key and press +/-)... and then when the picture is about the size you need, you just take a screenshot or screen-capture...(on a mac press APPLE, SHIFT, 4 all at once and drag the square around the picture, or on a PC there is a PRINT SCREEN button. Just press it and it will make a copy image of exactly what is on your computer screen and then just past it in photoshop or another program)... and you will have an image the exact size as it looks on your screen. It then might need to be trimmed to only include the picture and not the background.





You can then make minor changes to size by using the normal resizing method... and make sure you hold the shift key to keep the correct ratio.





Also Illustrator does a better job of stretching and shrinking images because it uses VECTORS instead of PIXELSHow do I make a picture smaller without making it blurry Using Adobe Photoshop CS3?
If you look at the bottom left of the screen in Photoshop with the picture open you will see the file size, if its less than a few hundred Kilobyte then your wasting your time there just isn't enough information for Photoshop to work with. (GIGO garbage in - garbage out).





This method ensures maximum quality.





Open a new canvas in Photoshop, set the size for the intended purpose, for instance if its for screen set say 800 X 600 pixels @ 72 PPI, if its for a small print set it for the size you want and the resolution at 300 PPI. In other words size the canvas for the output.





Go into Bridge and highlight the picture you want, go to File%26gt;Place%26gt;In Photoshop.





Photoshop will import the picture onto your canvas with the minimum of 'interpolation' (dropping or adding pixels to get the size). It will have a 'Bounding Box' around it so you can drag any of the 'anchor points' to resize as you want. Hold down the Shift Key to maintain Aspect Ratio. By clicking and dragging you can move the picture around the canvas so you get the end result you're looking for. When your happy tap Enter. Flatten the image to merge all the layers together, save the file with a new file name, and your done.

How do you resize? If you use the mouse to drag the picture smaller, most likely the pic will look blurred because the pixel are uneven.. let's say the original pic is a perfect square. you might resize it using the mouse and make it a rectangle because the mouse is not accurate... if you resize use percentage... for example try making it 50% smaller that way you know that its even.
First, use Image -%26gt; Resize to get a better quality than you would've by scaling. Then, go to Filter -%26gt; Sharpen -%26gt; Smart Sharpen and drag the slider to the right in the window that comes up until your picture looks right.
Click on Image %26gt; Image Size...





and enter the new size of the photo you want. It will resize it for you.
